Everyone kind of has their own method of what works best for them and that makes it difficult to say this is the way to do it. Filler on bare metal is a prime example. I put it on bare metal and have never had any issues.

Top get things evenly flat, a good guide coat will show the flaws. I used a wipe on which was basically black toner. I put it on after slick sand was applied. Granted, it had all been blocked multible times but it highlighted any very slight lows. You have to sand it all out before applying anything over it though so I would not recommend it on earlier stages of work.

Takes a lot of work and on the last sanding of coats use crisscross patterns and try to keep it uniformly made passes and just don't sand in one spot too long. You'll create a low that will make a wave to the eye.
