OT : 6BT Cummins question

I'm trying to locate a coolant drain plug in the engine block of my 97 12-valve. I surely cannot find one. is it behind the starter or PS pump? I can only get about 14 quarts of coolant out and the owner's manual says it holds 23. Help much appreciated!
