trouble starting M37 when hot

My m37 starts nicely when cold, runs well, but re-starting when engine is hot is an issue. I usually leave the truck run if only stopping for a short time. This morning we took it to the shooting range. after setting for 45 minutes or so the truck would not start. carburetor seemed hot, I poured a cool drink over the carburetor until it felt to be at a more normal temperature, truck started afterwards. I'm thinking the carburetor pre heater valve in the exhaust manifold is likely in the winter position ( hard to say as the lever on the outside is gone) or is completely rotted away. any thoughts?
