I use high speed steel, titanium, & cobalt bits.

some work better for certain bolts and sometimes I switch from high speed steel to titanium like on broken manifold bolts as they usually get hardened the closer I get to the metal of the head. Heat hardened I guess.

Never had much luck with cutting oils for the rusted stuff.

Try a variable speed drill and lower RPMs will keep the bit cooler and will not dull the cutting edge as quickly.

I also keep sharpening the bits on a grinder to keep the cutting edge sharp.
