Hesitation is usually the accelerator pump not giving the engine a shot of gas.
Start it and run briefly then shut off remove the air cleaner so you can see into the top of the carburetor and cycle the throttle and you should see a small stream or two of fuel shoot into the carb. Set your idle fuel mixture using a vacuum gauge, adjust for highest vacuum reading, 19-22. Also if your power jet or passage is pluged it will idle fine but have no power when the throttle buterfly moves from idle to open.
