I used something like that to pull big cable thru conduits using a rope on the Capstan Winch Hub. Longest I did was 500 ft thru 4" pulling a 1 1/2" 200 pair phone cable. You sat the winch above the vault but had a pulley system to go in it on a arm. It was called a Greenlee Cable Tugger.
