OT - Winch ID?

One of my neighbors stopped by yesterday, and mentioned that he had a portable winch that his brother gave him. He asked me if I wanted the winch, otherwise it was going to the scrap yard.

Not sure what it is used for, or how it works. Runs off a 6 HP Briggs & Stratton engine.
