Check the Forum archives and you will see a lot on it.
Also look at the Cummins Turbo Register site and you will see all kinds of stuff about it. Also, I get the magazine and it has saved me a lot of money due to all the tips and articles on maintenance for my Dodge CTD.
Basically, any "looseness" in the drive train and suspension, wheels/tires/axles can contribute to it.
But for many people, especially with the 2nd generation trucks, it is a worn track bar.
I experienced it three times due to the poor design of the OEM 2001 track bar. I tried the Luke's Link but that would loosen up on me unexpectedly.
What finally fixed it was a retrofit "3rd and later generation" Dodge track bar. These are available from several sources, but Geno's Garage is a good place to buy them.
