Not a stupid question at all. I bought bare steel line and had to flare the ends myself. One of my current peeves is the quality of flaring tools, and the lousy flares they make - even the more expensive tools make lousy flares. And remember to use inverted flares on all brake connections. I didn't know this when I did the brakes on my WM300 many years ago. All the flares on that truck are single flare, though I haven't had a leak anywhere in the system in almost 30 years. When I redo that truck, I'm going to install armored lines with inverted flares.
