I replaced the dash on my 1997 Dodge 1500 Ram and yes you have to lower it and it is a hassle. I just replaced my dash on my 2001 Dodge ram 4x4 1500. I did not lower it this time. You can access most of the bolt without lower the dash. You remove the dash (instrument cluster etc.)covers that are vertical. This exposes the points to mount the dash from in front. The main bolts at the windshield can be reached with a long extension on your ratchet. The only bolts you cannot attach are those for the vents up front and I have found the new dash pressures them enough. I bought the $300.00 dollar dash for replacement accuracy. Hope this has helped.
