Yes that is correct. But if you have too small of a master cylinder it does not move enough fluid to move the brake cylinders enough to get the pads against the drum. No braking pressure is built until all brake pads are in contact with the drum. At that time pressure can build as the fluid is now trapped between two hard and "non moving" objects and further pushing on the peddle produces higher pressure which increases pressure on the brake pads.
