You have to balance two factors. You need to move a certain volume of fluid in order to push the pistons across the gap between the rotor/drum and the pads/shoes. Once the system is "solid" then it's all about transmitting force via the pressure in the system.

Remember pressure is the same everywhere in the system, so 1 lb of force on a 1 sq.in. piston means 1 psi in the system. Calipers have big pistons so that 1 psi over a 3 sq.in. piston would be 3 lbs of pressure.
A bigger master actually causes that pressure to drop since 1 lb over 2 sq.in. would be 0.5 psi while a smaller master diameter gives you higher pressures. The tradeoff is you move less fluid so you will have more peddle travel with a smaller bore than with a larger.

The problem is that the peddle has a mechanical advantage, otherwise you could never generate enough pressure with just your feet, and then a brake booster supplements that and makes it far less straight forward. It's a balancing act, and somewhat dependent on personal preference.

Size for the front brakes since they do most of the work and just use an adjuster to control the rear, especially with disks/drum as disk operation is directly related to fluid pressure while drum brakes have a built-in mechanical force multiplication.
