Check the jet sizes that you put in against the ones you took out. The carb with the gov uses larger jets. The rebuild kits usually have smaller jets. The one I got from DC had smaller jets. I ended up putting the old jets back in as the truck was running lean and needed a little choke to run well with the smaller jets. Problem solved with when I put the larger jets back in. Generally the jets do not wear so they are good to go. Make sure you use the jet that was in the cover as it has slightly larger holes than the replacement. Make sure it is clean as you said it was plugged on yours.
I had a link that showed all the jets for these carbs at one time and posted it here long ago. It shows the difference with the carb with the gov. That is where I learned that little but important fact.
