Flat tires

I have had two flat tires in the last 6 months on my combat rims. What is happening is that the flap is failing and bulging out through the slot in the rim for the valve stem. Then the tube fails around the valve stem. It is a slow leak. The tires have been mounted for about 15 years.

The new flap is much thicker around the valve stem so it will not happen again. I really should do all tires but I am getting new tires soon so I will do all of them at that time.
