Based on advise by Kaegi, I had the new shoes arced to the drums by a shop in Essex, MD and then adjusted them till they just barely dragged. Also I have a vintage vacuum brake booster.
As a few of my PW friends like Ed B can testify, I can really stop good as a result...almost put them into the windshield.
