WC-4? Eastbound on I-68

OK folks, this morning I saw a WC-4 (maybe) on a semi-truck trailer east-bound on I-68 in West Virginia, heading into Maryland. This command car, either a '41 or '42 model was painted baby blue,, I kid you not!!

Never saw anything like it,,, should be OD green!!!

Anyone here know anything about it??????
