Steering Geometry?

I was going to set my toe in and noticed that my wheels would not go from stop to stop. I could go to full stop turning right but was not hitting the stop to the left? The wheel would turn to within about a ½” from the stop. The stops don’t appear to have been tampered with, look stock and welded. Shouldn’t it be adjusted so the steering goes stop to stop? Maybe the pitman arm was misaligned?

So, what is the proper order of operation to set up the steering on a FFPW? What do you set up first? Center the steering wheel, then the pitman arm, then the tie rod? The more I was messing with everything the more confused I became. :)

Any advice would be appreciated.
