I have never had good luck cleaning spark plugs. My M-37 was giving me trouble starting let alone running. I did everything over and over including cleaning the plugs due to flooding. They were military plugs and expensive. So I bought regular plugs and changed the wires to fit. It started up and ran. Plugs sometimes can not fire under compression and I have been told the electrodes are coated and if you clean that off they won't work as well. Inside the ceramic cone you can have problems down in the plug. The old plug cleaners had a way of compressing the plug chamber with air and you could see the spark in the gap thru glass.
