Yes, it has to be. You want the line open to the reservoir normally, but obviously if the hole was further down the bore you'd never build pressure in the line, it would just pump out the inlet port.
The pushrod is another good option, it would essentially do the same thing. Easy enough to check first, but obviously you're looking for something that has changed over time since the setup has worked fine before.
