Low Vacuum Readings

I've been getting the 318 dialed in on the 6x6. Today I changed out the carb and ran the engine for a bit. Once it was warmed up I hooked up a vacuum gauge to one of the lower vacuum ports on the carb. I got a steady reading of 13" at idle, 15" at high idle, and 20" at deceleration.

The engine timing is set at 10 deg BTDC, and the engine idles, accelerates, and runs at high idle very well. If I advance the timing I can get 15" of vacuum, but it is seriously advanced (+20 deg), and doesn't run well above idle. I'm at 5500ft elevation, and I'm wondering if that will give low vacuum readings?
