Don't overlook a cracked fuel line on the suction side of the fuel pump. A cracked line higher than the pump will not leak fuel but will cause a reduced fuel flow. If you keep shooting starting fluid, or gas down the carb and it begins to run on it's own, that could be the problem. I had this problem on two vehicles.

Try running vehicle from a can of gas connected to the fuel pump thus eliminating the fuel line from the tank.
