The two connectors go to opposite ends of the resistance wire. Ground contact travles back and forth should make one side higher resistance the other lower as it travels.

I suspect reading something like 90 ohms between the two connectors is a good resistance wire. Which would leave the trcuk wireing, the gauge, or the contactor on the float arm not making good connections to ground. The all ought to have a frame ground some how from on of the five mounting screrw is good.
