Not sure what's going on there since you said you loosened up the worm shaft end caps, but are you aware that they are supposed to be shimmed with various numbers of gaskets on each end in order to get things lined up properly? I can't give you specific instructions, but maybe try moving the end caps different distances each way and see if you can find a point where it frees things up. For temporary testing you don't need to cut a bunch of perfect gaskets. Just use some strips of paper or cardboard cut to fit between the bolt holes, until you get the spacing about right. I know when I rebuilt mine it was actually pretty touchy on the adjustment.
