If the ring can be located or rotated in any position on one rim it would not matter what rim it went on. But if there is a little pin or tooth to keep the ring in one position then placing the ring on the same rim would make a bit of sense.
To be honest I have never heard about needing to keep them matched. I suspect the rule might exist because it would be possible to have different style rims and locking rings on the same truck. Mixing those would be dangerous.
