Front disc brake issue

While doing a pre inspection on my vehicle before taking it in, I noticed an issue with the front disc brakes. Driver side on both sides it looks like they aren't working. Pads are like new and the rotor has rust on it, not shinny as being used. Has some clean part but not the whole thing. Pass side, one side (piston side) is rusted but the pad is worn out and the other side is bright and shinny but the pad looks like new. I was able to easily push the pistons back and spinning the wheel while in the air, the wheel stopped. The rear brakes are shinny and evenly worn. All the brakes have about 30k on them.
I took a picture of the rotor, but when I get it off my phone I'll try to post.
So do you think its a master cylinder issue or possibly a proportioning valve issue?
