Hello Clark,

Your elevation has a lot to do with base vacuum readings.

I am at 525 feet above sea level and 17 to 19 in hg is normal. as the elevation increases the normal readings will go down.

Your needle and readings should be steady at a constant RPM.

Road cruise vacuum is a tough call mainly because of a ton of stuff. Road inclines & declines, load, brake drag, tire sizes, gearing and running gear friction just to name a few.
