Sender needs to be removed to test it. If you don't have the door in the bed floor, dropping the tank is only a few minutes work- after emptying. Then, it should vary form about 4 ohm to about 90 when you run the float arm aback and forth. And some guys like to solder a ground wire from arm to housing there too.

The 2-wire sender uses one wire to each end of the resistor, and the ground arm in the middle. So, um 75 ohms across both wires. If that is good, hook it up, with a ground lead too, and run it by hand, Dash gauges should move too. And if it re4ads backwards, swap the two hots.
