If you can come up with a way to turn the shaft, you can hold the emery cloth against it to polish it. A lathe would be ideal.
You can do it by mounting the winch in the truck, but you have to leave the drum and the clutch off. Then you have to remove the winch to install the clutch and the drum and put it all back in again.
