If there is a piece of screw sticking out a bit and the screw itself is thick enough you can weld a nut to it and try to remove the bolt/screw, although in this particular case it might be difficult to do. Another approach would be to grind off the head, remove a part, and then deal with the screw, but this method I would rather leave as the last resort.
Actually, youtube has bunch of videos on removal of exhaust manifold bolts/studs (most of the time pain in a neck). See if you can get some inspiration from them.
