If you need to, you can use a 5/16 drill to drill the spot welds on the side brackets and chisel/hammer to separate, but don't drill through the panel metal. During assembly, on the under side of the panel, heat the panel metal cherry red at the spot weld, then come on top to the bracket spot hole and apply brazing rod to fill the hole. It will look like a spot weld when done.
