I'm sure someone could, but could they do it right? From what I know of this type of axle the best way to do it is to form the splines, not machine them. You don't want to remove the metal, you want to re-shape it, which has to be planned into the design.

If you look at the axle end as a gear each spline acts like a lever, so if you really want to increase strength the best way would be to get new ends (spiders and possibly cups) designed to accept a higher spline count and the shafts to go with them. By using a lot of smaller "levers" you can reduce the load and required length of each spline, making the base diameter larger, which is where all the strength comes from.

At that point it might be easier for some of the aftermarket companies to make shafts since the higher spline counts are more common in the aftermarket performance stuff.
