People won't pay the price for ethanol resistant engines if they don't have to. Look at the cheap Chinese motors that sell at Harbor Freight.
As you pointed out, it's nothing for a small engine manufacturer to make an ethanol resistant engine. It's just a matter of cost. But, people are not going to pay for it when they can get a $100 motor at Harbor Freight.
