If the part is primed, you don't know what's underneath. If the part is blasted, then you have to do something to keep the rust from forming. Original paint tells a story which is not hard to read.

When someone preps a part, you don't know if the primer is compatible with your paint system. Nobody who is doing a nice paint job is going to trust that someone unknown to them did a satisfactory prep job or used a quality paint system.

If a part still has original paint, I just might use it as is. People spend a lot of time and money reducing the value of a piece of sheet metal by stripping it. Let the buyer decide. You can always offer to strip if if that will enhance the value to the buyer enough to make it worth your time. But, I suspect not.
