Problem deterining correct orentation of front leaf spring f

I am not sure if I have the front leaf springs correctly oriented since the center point (bolt) is off center. Is the front of the spring 18 1/2" or 21 inches measured from the front hanger bolt? I am having issues mounting the front axle housing.
