Wire a battery in it and see if it solves your problem.
As mentioned booster cables alone will not work with a high Amp load.
Do get the starter checked and serviced even if a battery solves your problem.
That upper/inner bolt a real pain with the fenders/cab installed, to do over even with the "curved" starter wrench.
