mileage is not the sole reason the 4bt is the prefered engine in the re-power. several other factors. size, hp and torque in a small package, no where near as much heat to dissipate as a gas engine, flexibility in chosing transmissions, can be any of the big 3 with off the shelf components, reliability, if you have 12v to the fuel solenoid and can spin the engine you are going, in a electro-magnetic storm you could just remove the solenoid and you would be running with no electric, many other reasons, and 14.7 mpg with a truck that weight, size and speed of 75mph is good mileage. at 55mph mileage will increase to the 20 some range. you would be hard pressed to find another engine that would perform as well given the same load rating. that engine has a p-pump and is rated at 130hp. you can go to a 3200 rpm governor spring for a quick hot rod, or change valve springs, injectors and a few other things and make some crazy power but mileage and durability suffer. it all depends on how "you" plan on using your truck.
