Sure, but this stuff usually doesn't affect the paint on top, and in some cases makes for a better result by etching the surface and adding protection. They are all watery solutions so there's really nothing to remove prior to painting, just do the required cleaning prior to paint. The afterblast will also remove the flash rust in most cases.
