In California, they also require a VIN inspection for out-of-state trucks. For two out of three trucks I brought into state, the Automobile Club inspector didn't even look at the frame number.
I would be very careful about buying a truck where everything didn't match up. It'd be just my luck to get stopped by the highway patrol or to have the truck impounded for some reason and the inconsistent I.D. numbers discovered.
I'd just take the time and effort to have an alternate VIN number issued while it was obvious I was doing a body/frame swap.
