Bed strips and bolts

Got the bed wood put in today, strips are all bolted in place, except for the two rows over top of the fuel tank. How does a guy tighten those two rows down? I tried reaching up and over the fuel tank, not much room in there to tighten. Cant do it with the fuel tank out cuz then ya can't tighten the tank straps.

So cumin guys, how did ya tighten the two rows of nuts over the tank??
