It's been a long time since I assembled one with stock steering, but I recall some tension was needed.
I just don't think they aligned that well. And on the truck I am assembling, one of the chassis even had a broken outer tube.
If you are sure the frame is not tweaked, I'd go ahead with those 1/8" shims and torture it the rest of the way.
And oh, make sure you can install the outer tube / jacket before buttoning it all up- is the cab long enough that can you slide it on from inside?
