If you think that brake adjustment might be the problem, just run the adjusters out until they shoes are hard against the drums and then do the bleeding.

Most likely, your problem is there is still air in the system. I find the best way to bleed problem brakes is with a second person pumping the brake pedal.

And, in the end, if all else fails, it's possible you installed a new, but faulty, master cylinder.

Make sure you have eliminated all leaks. The master cylinder can leak onto that tray underneath it and not be noticed. Or, a wheel cylinder can be leaking inside the drum

I had a master cylinder that had a defective brass tubing adapter which was leaking. That one was hard to find.
