I'd find a starter,take out the plugs and check the compression reading on each cylinder which should be around 115psi but no less than 95psi , with more than 5-10psi diff. between cylinder pressure.If it doesn't check out,it could be a blown head gasket or burnt piston or stuck valve. If it checks out, replace or cleanup&gap the existing points then check for spark as you turn the starter(with plugs still out).
If the compression is good,you have spark,then all you need is to replace the plugs and use a spraybottle of gas to feed the carb while you turn the engine over. If it hits and fires up, STOP,then try it again letting it run a little longer each time. It will run rough until it warms up but this run -stop will give you a chance to listen and make sure you don't heard BAD noises coming from the engine before you finally let it idle for awhile in case something is really wrong with the engine.
If you get it running the 251 will serve you well until you can decide to keep & or rebuild or replace it with something else.
This will be the cheapest course to take to start with. Good luck
