Cliff, I had a '78 M-880 with an electrical bug. HATED IT!! Took months and several hundred dollars and what it can down to was the connectors at the firewall. If you've already traced your's to the ballast resistor, GREAT! You're half way to fixing it! Where my engine wiring harness cliped to the nice little plastic clips on the firewall where the interior wiring harness clips to the back of it, over the years those plastic clips had become brittle and weren't holding things together tight any longer. What I was getting, unseen while driving, but obvious when the underdash fires would start... was that there must have been alot of arcing going on in there!! Melting away isulation, grounding out, etc. I finally butchered it up and cut the wires at the fire wall and hard wired them together with the ones on the inside (the clips are for convience, but I did away with any 'clippy' connections and just hard wired them up!!) Looked kind of crappy, but the kid I sold it to three years ago loves the truck and hasn't had an electical problem over the years! If it was a military M-880 they were rode hard and put away wet (U.S. Army veteran speaking here). Keep an eye on those plastic parts that wear out over the years! GOOD LUCK WITH YOUR TOY!
