Front Spring Bushing Removal

Does anyone have suggestions on how to remove the bushing from the frame eye on the front end of the front spring mount? This is the mount that the shackle attaches to, and it's bolted and riveted to the frame, just behind the front bumper.

I've been trying to use a hammer and punch, chisel, hacksaw and even tried to use some pullers from a nice set that I've got, to no avail.

I've thought about just removing the mount from the truck by cutting off the two rivets and removing the bolt. Then I might be able to put the mount in a drill press and carefully drill out the bushing, or I could mount it in a hydraulic press and press it out. When I get done I could re-install the mount using some good grade bolts the same size as the original rivets. Any problem with this idea?

Any other ideas?
