If you look in the VPW catalog, you will see that they sell hardened exhaust valve seats without comment. But, for the hardened intake valve seats, VPW says that the "block must be machined to accept the seats".

I believe this is because the intake valve seats are simply machined into the block. If the intake valve seat is worn beyond resurfacing, replacement will require that a pocket be cut in the block to hold the new intake valve seat. So, it is unlikely that the original intake valve seats were hardened.

It might be hard to tell by looking at a block whether the valve seats were the original configuration or the result of some later work.

I also note that VPW sells NOS "cast iron" valve seats indicating that the original exhaust valve seats may not have been hardened.

Since I have not taken the head off an untouched FFPW engine, I can't say for sure. But, I suspect for our low-performance engines, replacing serviceable valve seats is a waste of time and money and may cause more problems than it solves.
