I'm in the middle of a complete engine rebuild ... 251 cuin. The engine was seized when I brought it home. So hard to tell what is right and what is wrong.

I'm starting work on the carb and governor assembly and have salvaged the carb. it needs new software etc. to complete but it looks to be all there.

The governor on the other hand seems to have been a problem for the previous owner as the butterfly valve has been removed. Beyond that I can't figure out how it works. I can't find much in the way of documentation on how it is hooked up or serviced. there is stamped letters on the body ( to dist ) ( carb ) next to ports that don't seem to do any thing. At disassembly there was nothing attached to it.

Is the gov a self contained unit as in it doesn't need any linkages or hoses etc?
Are there any rebuild kits ( replace the spring gaskets etc )?
Can I get a safely running engine with out a working gov (subject to operator error)?
