I rented a 16' or s9 U Haul enclosed trailer to help my daughter move back here from Oregon some years ago. When I picked it up, the guy says Oh...the surge brakes aren't working. Well they don't really help anyway. When I dropped it at the local U Haul place, and told them what the guy said about the brakes not working, they adjusted the rental so it was free. Fortunately from Lincoln City, Oregon to Sandpoint, Idaho, there are no passes. I definitely would not haul a Power Wagon or anything similar in size on one of their car haulers. But a small car or small truck might be a different thing, if the brakes are, in fact, functional.
