I can answer some of those:

the rebuild specs are the same.
at .080 I would consider getting different block. I have rebuilt quite a few of these flatheads at .060 but don't think I would go beyond that. And sleeving each hole would be much more expensive than finding another block or complete engine.
The valve seats may just need grinding. the exhaust seats are hardened inserts from the factory and rarely need replacing. I would replace the valves if beat up and probably springs as well. being bored out that much those springs could have a squillion miles on them. I just went through that on a 230 in an M37. 2 broken valve springs on an engine that had been rebuilt at least 3 times.
