CARB decided some years ago that vents are verboten because vapors might get out. Then they decided that the spouts have to automatically stop the flow when the tank is full. Nice theory, but it doesn't work with any real gas can they've approved. But thanks to the aftermarket vent caps, we can at least modify them so they do work. I suppose they're contraband in California.
