The leather cup is your accelerator pump. only pumps when you hit the gas fast.
Carbs only overflow if the needle and seat don't work, or you have waaaaay to much fuel pump pressure. I assume you are using gravity flow form the jerry can hanging on the rafters or windshield frame post on an open cab? Or jarry can and stick mecahnical pump?
So that only leaves the inlet needle has crud in it, or float set waaay high.
